The Community Opportunity to Purchase Act (COPA), Int 0902-2024-B, is no longer moving forward. After weeks of advocacy, education, and coordinated outreach, the City Council did not override Mayor Eric Adams’ veto—stopping COPA from becoming law. This outcome is the result of sustained engagement from property owners, housing providers, community partners, and advocates who spoke clearly and consistently about the real-world consequences of this bill. Together, we made the case that while affordability is a shared goal, COPA was the wrong approach.
The Housing Stability and Tenant Protection Act of 2019 (HSTPA), enacted on June 14, 2019, marked one of the most sweeping reforms to landlord-tenant law in New York’s history. Sponsored by Senate Majority Leader Andrea Stewart-Cousins, Assembly Speaker Carl Heastie, and Assembly Housing Chair Steven Cymbrowitz, and signed into law by Governor Andrew Cuomo, the legislation fundamentally reshaped housing policy across the state.
